Measuring the shadow economy and regional economic security with open data
The platform combines official series from the National Statistics Committee into one analytical system: security thresholds, an authorial risk index and policy scenarios. Every figure carries its source.
Who it is for
One analytical core, a different question for each institution.
“Where should formalisation policy come first, and what would it add to the budget?”
Simulator · Ranking · Region profile“How do enterprise-level enforcement results show up in regional trends?”
Map · Security thresholds · Trends“What extra tax base would legalising the shadow economy create?”
Simulator layer 1 · Shadow-share layer“How do regions compare, and how can the calculation be checked?”
Open API · CSV · MethodologyModules
How it differs from the state “Shadow Economy Map”
The Prosecutor General’s platform is a closed, enterprise-level enforcement tool. SHADOW.UZ does not duplicate it: it uses only open aggregate data, its methodology is fully public, and its purpose is independent assessment of policy effectiveness.
